Meeting Minutes: Monday, August 1, 2016
Location: Timothy Smith Room
Present: Sheila Vanderhoef, Town Administrator; Jacqueline Beebe, Assistant Town Administrator; John Knight, Selectman; Fred Guidi, Finance Committee; Neil Andres, DPW Superintendent; Mark White and Gregory Sands of Environmental Partners Group.
The meeting was called to order by Sheila Vanderhoef at 9:03 A.M.
Meeting Minutes from 5/19/16 and 7/5/16 were approved.
Update on Finish Inspections and Well: Mr. White and Mr. Sands reported that construction is running on schedule and the tank is expected to be fully operational within two weeks. Eversource will return to District G within the week to install meters and make connections. Continuing work on Herring Brook Road will wrap up in the next two weeks, and at that point the backbone of the project will be complete for the season. Hydrants will be flushed using water directly from wells with generators, with more testing taking place when the tank is ready. Easements for Contracts 5 and 7 are coming in, and all necessary paperwork is being put in place to begin drilling in the fall. The trench permit designs are done and will be going to Orleans Conservation Commission in September.
Explanation of Fees, Meter, Mandatory Connection Area: The mandatory connection area will include out to Nauset Road, consisting of just under 400 properties. The Board of Selectmen will be having final discussions regarding water meters and fees beginning this week. They have been comparing the fee structures used by other Cape towns to formulate what Eastham’s billing procedures will be.
